We recently acquired the inventory of a large marine parts distributor that went out of business. This is a new old stock item in excellent condition.
We were able to determine this is a Jabsco 31777-0000 Smooth-Flow Water Pump Controller.

This Controller is designed to convert conventional water system pumps to Variable Speed Drive (VSD). VSD converts everyday pumps into sensor-controlled pumps that automatically adjust in real time to changes in pressure. As more or less flow is required the pump adjusts the voltage to your existing pump motor providing smooth and pulsation-free water flow.
